With a standing room only crowd looking on, the Memphis City Council approved, with a 7-to-5 vote, the operating budget for the next fiscal year, beginning July 1.

Council members say they will need just under 600-million dollars to run the city.

Cut from the budget were the subsidies for health care expenses for city retirees. Current and former employees now will see a 24 percent increase in their premiums. Smokers also would have to pay a surcharge, and if spouses can be covered by their own employers, they won't be offered coverage from the city.

The health care cuts could open the city, and council members to a lawsuit by the retirees association.

Mayor A C Wharton had asked for the change in the health plan to help cut the city's costs. Wharton had said there would be some tough decisions on cuts to come up with a workable budget plan.
