NOGALES, Ariz. - A new turn in the border battle, we may get some answers as to why we're seeing a sudden surge of unaccompanied children coming into our country from Central America.

It happens as the ACLU and other groups file complaints about how those children are being treated once they get here.

A lot of people are asking what is going on here? Why are so many children streaming into America by themselves?

A leader from Guatemala said that smugglers are taking advantage of the new relaxed immigration policy towards children to make big money.

The General Consul of Guatemala admits her country has problems, but she blames smugglers who have learned if they bring the children to America they won't be turned back or deported.

"A lot of the kids are coming with the smugglers, they say they are relatives of the kids, and they are the ones who are inviting the kids to come here and say to the family, they aren't going to have any problem to come," said Jimena Diaz, Consul General of Guatemala.

One estimate says that as many as 80,000 of these children could be here by the end of the summer. More than 1,000 are being housed at a detention center in Nogales.

The photos make it look as if the children are sleeping on the ground in makeshift beds, the Consul General says the treatment has been good.

"There were no beds, but now I understand there are beds, and they can shower every day, and they have a vaccine against a lot of different diseases," she said.

But on Wednesday the ACLU and other groups filed a complaint with Homeland Security, saying these minors are being mistreated now, and have been for years by the Border Patrol.

"They are being shackled; they are being denied food and water and medical treatment, they are suffering at the hands of the CBP, we want it to stop," said Alessandra Soler with the ACLU.

ICE has let very little information come out of that detention center in Nogales where the immigrant children are being held. Hundreds of those children are being bussed to Oklahoma, Michigan, and California with the next bus scheduled to leave Friday.
