Ward 1 D.C. Councilmember Jim Graham told FOX 5 that the cameras overlooking the playground at the Park Morton apartment complex were not recording at the time of the shooting where witnesses say a male suspect, who was dressed in all-black, fired his weapon at the crowded playground.
The suspect was aiming for and hit a 25-year-old man in the back, who fled the area and later was taken to the hospital to get treated for his wounds. A stray bullet from the gunman also struck 6-year-old Kalia Smalley in her left leg.
The cameras are operated by the District’s public housing department.
According to Graham, there was an update to their system and created a glitch that knocked out several cameras.
