Shelby County Schools is considering handing over substitute teacher duties to Kelly Services, a staffing provider.

SCS board members gave district leaders more homework Tuesday after presenting a proposal to outsource the hiring of substitute teachers for next school year.

Currently, the district has two employees in charge of hiring subs. They're able to fill absences 85-percent of the time despite having to juggle other duties on top of finding substitutes.

Tuesday night, district workers said that's not good enough. In an effort to achieve a fill rate of at least 90-percent, the district is seriously considering hiring Kelly Services to achieve a higher fill rate.

Kelly Services representatives declined an on camera interview Wednesday, but a fact sheet sent to FOX13 News from the Kelly Educational Staffing Division says the company has a national classroom fill rate of 98 percent.  
   
What about qualifications?   
   
Currently SCS requires all substitute teachers  have a bachelor's degree with at least a 2.5 GPA. According to Kelly's fact sheet, only 72-percent of their substitutes have at least a bachelor's. The company claims to give some sort of training for substitute teachers. Again, FOX13 News reached out to Kelly Services to find more about this training but they would not comment.

Let's talk cost: Currently, SCS is paying substitute teachers $98 a day if they work no more than 20 consecutive days. Under the proposal with Kelly Services, subs would be paid the same amount but Kelly would charge the district about $129 a day, so that's a difference of $31 per teaching sub, each day.

If you're looking at 1000 subs for any given day, of course that's a profit of $31,000.

Tuesday evening school leaders told board members an estimated $9 million was spent on subs this year. In the proposal for outsourcing subs, they've allotted  up to $11 million for subs next year on an "as-needed-basis."

That doesn't necessarily mean they'll spend all of that money. Remember, next year when the municipalities pull out, we'll have a smaller district with fewer teachers, so the number of absences will likely go down.

We know health insurance  is another big issue regarding subs. The district would not have to worry about keeping track of a substitute's hours because benefits would be available through Kelly Services.

Is it worth it? That will be left up to the school board.

Board members requested more information before a vote on this issue, including cost of potentially dedicating more scs employees to helping hire subs.
