DOWNTOWN MEMPHIS, Tenn. (FOX13) - Wednesday morning, the Shelby County Commission went back to work for the first time since Commissioner Henri Brooks' controversial racially-charged comments.

There was no mention of censure in the meeting but afterwards it was clear that public discipline could still happen.

Commissioner Brooks referred to Commissioner Chris Thomas as "you with the sheet on." While at Wednesday's budget meeting she tried to clarify those comments but many on the commission are not buying it.

Commissioner Brooks was back to work, going over the budget in the wrap-up committee meeting. But after, reporters were quick to ask her about the controversy surrounding her public comments at the May 12 commission session.

"The controversy surrounding my comments? Can you be just a little more specific?," Commissioner Brooks asked.

Last week Commissioner Brooks faced a firestorm after her encounter with Pablo Pereyra. The confrontation was over company B Four Plied that is majority minority, but Commissioner Brooks said being Hispanic does not compare to being Black.

"Being a Hispanic in Memphis is definitely the minority of the minority," Pereyra said during the commission meeting May 12.

"You asked to come here. We did not," Commissioner Brooks said May 12. "when we got here our condition was so egregious, so barbaric. Don't ever let that come out of your mouth again."

Commissioner Thomas, who supports the contract for passage, was also the subject of Brooks' rant.

"Excuse me over there mouthing something. You, with the sheet on," she said to Commissioner Thomas May 12.

"The sheet was a reference to a cover up," Brooks said. "There was a lot going on with that, and we really do need to take a look at that before we move that piece. There is something we need to find out about that project."

Commissioner Brooks said she would not apologize for the comments.

"This body and someone from her own party needs to have the guts to stand up and speak out against her behavior," Commissioner Thomas said. "Whether that's a censure, asking for resignation, I've not heard from her. "The same type of racism and discrimination she accuses people of doing is exactly what she did with Pablo and with her talking about me wearing a white sheet, linking me to the KKK was reprehensible."

Commissioner Steve Mulroy, a fellow Democrat, said he's hoping Commissioner Brooks will apologize.

"If Commissioner Brooks apologizes then I don't think there's a need to censure," Commissioner Mulroy said.  "If she refuses to double down and her comment then I think it's something I'd consider."

Concerning the censure chatter from fellow commissioners, Commissioner Brooks doesn't believe it.

"I think nothing about it. Is that it? Are y'all done?," she said.
