SHELBY COUNTY, Tenn. (FOX13) - Shelby County Schools is exploring a new way of hiring substitute teachers. School board members listened to a presentation Tuesday night, of a plan to outsource the hiring of subs to Kelly Services.

The district wants to improve on its current classroom fill-rate when teachers are absent.  Daily, around 800-1,000 teachers are out of the classroom and the district is able to fill about 80-85 percent of those absences. When the district cannot find a sub, principals and other staff members have to step in and cover the classrooms.

Kelly Services was one of three vendors chosen to give present an estimate to SCS.  Kelly was not the cheapest vendor but was chosen based on its fill-rate and ability to provide options to subs like insurance plans and classroom training.  Kelly Services also has experience dealing with large school districts.  The district’s proposal allows for $11 million in spending through Kelly Services.

Currently, SCS has two employees in charge of hiring subs and spent around $9 million on substitute teachers and assistants this school year. 

School board members were not 100-percent onboard with Tuesday’s proposal and asked for more detailed analysis before the item be presented for an official vote.
