MEMPHIS, Tenn. (FOX13) -

The Memphis Child Advocacy Center raises a flag whenever a child dies in our community as a result of abuse or neglect.

On Friday, the center raised a flag in remembrance of 12-year-old special needs girl Andrea Ruth of Millington, who died in November 2012 after suffering neglect resulting in deadly gangrene and infected bedsores.
