DOWNTOWN MEMPHIS, Tenn. (FOX13) -

Did the city of Memphis miss an opportunity to test for free an unspecified number of DNA rape kits that are sitting in storage?

Councilwoman Janice Fullilove suspects both the Shelby County District Attorney's Office and Memphis Police Department ignored an offer from the Tennessee Bureau of Investigation back in 2003.

She has a letter from the State encouraging all local police to identify something called no-suspect DNA cases, send them to the state lab where they will be tested.

The cost covered by a federal grant. Fullilove has written the current director of TBI to find out more about the program from 10 years ago and how many cases did Memphis hand over.

Current Shelby County Attorney General Amy Weirich says Memphis did sent a number of DNA kits but can't recall exactly how many.
