DOWNTOWN MEMPHIS, Tenn. (FOX13) -

Memphis Light Gas and Water President Jerry Collins said the utility is doing all it can do to help needy clients during the record-breaking surge of cold temperatures.

"We can't give away power for free," MLGW's president said.

However, some city council members on Tuesday felt the utility's current moratorium on cut-offs shouldn't require the $225 payment to keep the service on.

"Memphis Light Gas and Water has absolutely the  most liberal credit and payment policy in the State of Tennessee," Collins said. "The truth is we cannot give people free utilities. People have to pay for it and they all have to pay the same rate."

"Everybody doesn't necessarily have $200," added Councilwoman Wanda Halbert. "Everyone doesn't every time we try to seek ways that we can assist, we keep hearing what we can't do. What the law says."

While the fee will remain in place, Collins and his staff were asked to look for ways to improve the notifications of apartment tenants if the property owner is delinquent with utility payments.
