SHELBY COUNTY, Tenn. (FOX13) -

2013 wasn't the best of times for Shelby County.

From the school merger and the costly lawsuit, to the subsequent tax increase the county's pocket book was hit pretty hard.

Starting the new year, means a new set of challenges. The jobless rate in Shelby County is still almost 10 percent, a 1.5-point higher than for the state of Tennessee, and almost 3 percent higher than the national average.
 
Also county employees, in the eyes of many, are due a pay raise. But will that come at expense of the taxpayers in the form of yet another tax increase?
