Mayor-elect Mike Duggan 'making progress' negotiating with EM Kevyn Orr

Mayor-elect Mike Duggan is expected to meet with President Barack Obama tomorrow as he prepares to take office in Detroit.

Duggan and emergency manager Kevyn Orr have also seemed to have reached a power-sharing deal.

Fox 2's Alexis Wiley reports that several sources, after weeks of meetings and negotiations, say Mike Duggan will immediately gain control of key aspects of Detroit's operations when he takes office.

Duggan is expected to oversee the blight authority and restructure the Detroit Fire Department. Duggan will also be able to create a department of neighborhoods which will give Detroiters a liaison in their district who will hear concerns.

Neither Mike Duggan nor the emergency manager were willing to confirm or discuss any specific details of their discussions, but Duggan did say this earlier today: "After today is the first time I'm optimistic that we're going to be able to work something out. I've been pretty skeptical up until now, but I think we are making progress and next week we'll know for sure whether we have an agreement or not."

Although Duggan is expected to get control of those operations, the emergency manager will still have a hand in everything.

Meanwhile Duggan will be in Washington, D.C. Friday meeting with President Obama.

"The first thing that I need to do is reassure the federal government that we're going to have a team in place that is going to use that money effectively, is not going to embarrass them. ... There's, I think, a real growing trust between Detroit and Washington and I'm just going to keep building on that," Duggan says.

Negotiations between Duggan and Orr are still ongoing and we're expected to learn more next week.
