Police Search For Missing 2 Yr. Old Girl And Father

UPPER DARBY, Pa. -

Her name is Victoria Palmer. Police say the two-year-old has been missing now since October 26 when her father took her out to dinner and never came back.

"He has not returned the baby, nobody can make any contact with him," Upper Darby Police Superintendent Micahel Chitwood said. "We're trying to get any leads we can on the location of this baby."

Police now have a warrant for Victor Cameron, aka Ibrahim Koita, after he came to the child's grandmother's home in Upper Darby, claiming he was taking the child out to eat. When he didn't return Victoria to her grandmother, who has legal custody of the baby, she called police.

"Right now we have a warrant for him for interfering with the custody of the child and concealment of the whereabouts of the child," Chitwood told FOX 29.

Chitwood says police have tried to track Cameron down at his West Philadelphia home with no success. He says they've even spoken to the Trinidad native once on the phone, but so far no sign of the child or Cameron.

"We did make contact with him by phone, it's registered in Trinidad, he assured us the baby's okay, but we need to see the baby," Chitwood added.

The child's grandmother would not speak with FOX 29 on Wednesday from her home. The child's mother, Alycia Palmer, says she's worried, but would not speak on camera.

"Our major concern is for the baby, to make sure that the baby's okay," Chitwood said.

Investigators say there's a chance Cameron may have fled to Trinidad with the baby. Chitwood says police have also spoken to immigration officials.

"Apparently he has been in this country twice illegally and twice he was sent back," he said. "He probably has the capability of taking that baby back to Trinidad. Hopefully the baby's fine."

Chitwood says Immigration officials are also investigating.

The Department Of Human Services would not comment Wednesday. Chitwood says DHS in Philadelphia placed the child with her grandmother. He would not say why.
