Goodyear man accused of choking 18-month-old foster child

A 36-year-old Goodyear man has been accused of abusing his 18-month-old foster child.

Monday evening, Pedro "Peter" Manzo arrived home with his two biological children and two foster children, all under the age of 4, police say.

He reported seeing his 18-month-old foster child slump forward on the floor, not breathing, and administered CPR, court documents show. At this time his wife came home and immediately called 911.

The girl was rushed to the hospital and admitted to pediatric ICU for bruising under her right jaw, a bruise on her shoulder, bruising inside of both ears and a frontal bilateral subdural hematoma. She had vomited several times on the way to the hospital, according to the report, but was breathing on her own.

Manzo initially told police and hospital staff he thought the child had put something in her mouth and started choking. But he later admitted he became "frustrated" when his foster daughter threw her sippie cup several times and it spilled.

According to court documents, Manzo grabbed her under her jaw and shook her side to side. He then allegedly applied pressure on her throat until she passed out. He admitted he became panicked and began administering CPR and rescue breathing.

Manzo told police that in the days earlier, he had told his wife four children were too much to handle, and he wanted to turn the two foster children back over to CPS. Court documents show Manzo's wife replied she wanted to keep trying.

Manzo was arrested on one count of child abuse.
