MEMPHIS, Tenn. (FOX13) -

Two charter schools opened by former Memphis mayor Dr. Willie Herenton are closing because of low enrollment.

Earlier this year Herenton opened the Thurgood Marshall middle and high schools specifically for juvenile delinquents. The idea was to create a curriculum for young people caught up in the juvenile system.

Dr. Herenton expected 200 students this year from juvenile court referrals, but enrollment was fewer than 70.
