LITTLE ROCK, Ark. (AP) -

Arkansas Gov. Mike Beebe says there's not enough support in the state Legislature yet for him to call a special session to address a looming hike in teacher insurance rates.

Beebe told reporters Tuesday that there are more than enough votes in the House to pass proposals to boost funding for the teacher insurance program, but legislative leaders are a couple votes shy in the Senate. Beebe has said he won't call a special session unless there's enough support to pass the measures.

The package that lawmakers are considering include using $43 million from the state surplus this year to lower the premium increases to 10 percent and redirecting state funds in subsequent years. It also calls for structural changes to the teacher insurance program.
