Drone/UAV flying: Is it legal? Is it safe?

Drones just aren't for the U.S. Air Force, the Border Patrol, or the CIA anymore. The technology is now available for everyone. Most hobby stores sell them starting for around $500 up through a few thousand dollars. But is it safe or legal for just anyone to buy a drone and just start flying it with no instruction or training?

PHOENIX -

Here at FOX 10 we've covered stories about people who have been given a second chance at life thanks to anonymous organ donors.

Tonight we meet a young Arizona woman whose dream as a pageant contestant was put on hold due to cystic fibrosis. But she's now out of the hospital and looking forward to starting her life again.

When you look at her life in pictures, everything looked perfect for 20-year-old Alyson Tozer. She's bright, ambitious, and beautiful. In fact she was Miss La Paz County 2012.

But what you can't see in the photos is that through it all, Aly was battling cystic fibrosis, a genetic disease that was getting worse over the past five years.

By June, Aly could hardly breathe on her own.

"I was very out of breath. I forgot how to laugh. I couldn't carry on a conversation without coughing or constantly clearing my throat after four or five words," says Aly Tozer.
