City of Highland Park sells a home they didn't own, resident out $13,000

HIGHLAND PARK, Mich. -

A man bought a house from the city of Highland Park, then poured thousands into fixing it up. When he tried to get the deed, he was told the city doesn't own the property.

Kushish Shaffee bought this home on Colorado Street for $1,500 from the city of Highland Park. He spent more than $12,000 on top of that to renovate the house, getting it ready for his family to move into.

Problem is, the city didn't have the right to sell the house. They didn't even own it! The Housing Commission owns it, and have changed the locks to keep Shaffee out of it,

The Housing Commission says their houses are tied to federal government programs and can't just sell properties without a long and complicated process.

It turns out that Highland Park quit claimed this specific house to the Housing Commission in February of 2012. It's not known why it was still on the city's list of properties for sale.

Highland Park is willing to reimburse Shaffee, but only for the $1,500 he paid to buy the house.
