GREEN ISLAND, N.Y. (AP) — A village near Albany is considering capping the number of cats and dogs residents can keep.

The village of Green Island will hold a public hearing Monday night on a proposal to limit residents to three dogs and/or cats per household. Mayor Ellen McNulty-Ryan tells local media that the village had received complaints of 10 dogs in one apartment.

Some animal lovers are already howling. Brad Shear of the Mohawk Hudson Humane Society says the issue isn't the number of animals in a home, but how they're being cared for.

If the proposal becomes law, violators would face a maximum fine of $250. Any animals already licensed in the village would be grandfathered in, under the proposal.
