PHOENIX (AP) - The Arizona Citizens Clean Elections Commission is asking Maricopa County Superior Court to block an increase in state campaign-contribution limits.

The complaint filed Tuesday challenges the constitutionality of the law passed by the state Legislature this year. It's scheduled to take effect on Sept. 13.

The commission is seeking declaratory and injunctive relief from the court.

Last week, the Arizona Supreme Court declined to consider the Clean Elections Commission's special-action lawsuit in the matter.

The plaintiffs were allowed to start over by filing the lawsuit anew with a lower court.

The Clean Elections Commission says state lawmakers were wrong to raise campaign-contribution limits by up to 10 times the current caps without asking voters to approve the move.

Legislators who favored the bill argued Arizona's contribution limits are too low.
