INKSTER, Mich. (WJBK) -

Over 25,000 people call it home, but many are becoming more and more afraid to live in Inkster. Now, the city's police chief is calling on the state to lend a hand to make the streets a safer place.

"Either they're going to give us the resources to put a police force out here, or they're going to (have to) bring the National Guard in," says Inkster Police Chief Hilton Napoleon.

Napoleon knows just how bad the streets of his city have become. With 12 murders so far this year, the city has already matched all of its homicides from 2012. On Thursday night, police say a possible drive-by shooting left four people injured.

Napoleon says his ranks are down from over 60 officers just two years ago, to only 24 men in uniform. He wants more officers to fight crime and he wants a piece of the state's $400 million surplus.

"The state has plenty of money. What good is it to have a surplus if you've got cities out here hurting?"

Napoleon says $3 million would allow him to hire at least 15 more full-time officers.

State officials tell FOX 2 much of the surplus is being used to fix Michigan roads, public safety initiatives and education projects. But none is specifically marked for Inkster.

Michigan State troopers are lending a hand in the streets, but Napoleon says it's not enough. "You can't cut our police department the way it's been cut and expect it to be safe."
