Should businesses in Detroit be charged for storm water run off?

DETROIT (WJBK) -

Carol Kelel owns a family business building on Detroit's northwest side.  Her most recent bill from the City of Detroit Water and Sewage department includes a $124.92 charge for 'storm water run off.'

Is this fair?  Kelel tells Fox 2's Ron Savage that she doesn't think so.

There's a statement on the bill that tells Kelel she can expect to pay the same amount every month, going forward.

The roof of the office building she owns is flat and she points out that if it wasn't there, the rain water would hit the ground and still end up in the drain.

Ron Savage poses this question: Is charging business for storm water run off a good way to attract new businesses?

Savage has calls in the city of Detroit and the Water Department.  Updates to this story will be made if a response is received.
