More than a dozen dogs and a few cats were rescued from a Northeast Philadelphia home during a Saturday afternoon raid.

PSPCA officials told FOX 29 that 14 Maltese dogs lived in their own waste in the basement of the house located at 2817 Walnut Hill Street.

Officers on the scene say conditions were so bad that even rats inside the house had fleas.

"You can't breathe. You're eyes water. You can't even catch a breath down there," said PSPCA official George Bengal.

He said the couple admitted to breeding the dogs and selling them for about $1,200 each. Authorities believe they did so without a license.

Sources say a neighbor noticed a putrid odor coming from the house and contacted authorities, who then conducted the raid.

The couple was arrested and charged with animal cruelty. They also face 17 counts of unsanitary containment.

The names of the suspects have not been released.
