Road rage murder case involves NJ cop

Maryland State Police say a man was shot to death after an alleged road rage with an off-duty New Jersey police officer Saturday night.

Joseph Harvey, Jr., 36, of Millersville, Md. was shot and killed and was the driver of a green Honda Accord -- which was parked on the shoulder at the time of the incident.

The suspect is identified as Joseph Walker, 40, of the Easthampton, N.J.  Walker was the operator of a gold Kia minivan which was also parked on the shoulder at the time of the incident.

Walker is a sworn officer with the Hudson County Prosecutor's Office. He was traveling back to New Jersey with his wife and three children.

Hudson County Prosecutor's Office Spokesperson Gene Rubino said, "We are aware of the fatal shooting incident involving one of our detectives, who was off-duty and traveling in Maryland with his wife and children. All press inquiries regarding this matter are being referred to Maryland law enforcement authorities, who are conducting this investigation."

Maryland state police say troopers from the Glen Burnie Barrack responded to a shooting which allegedly occurred on the shoulder of the ramp from northbound Route 3 to Interstate 97 in Millersville around 8:30 p.m.

Troopers say they were told that a road rage incident had happened between the drivers of the two vehicles before they pulled over and the shooting occurred.

Authorities say Harvey and a passenger in his Honda exited the vehicle after both vehicles came to rest on the shoulder of I-97. Police believe Harvey approached Walker's minivan as his passenger remained standing near the Honda. Walker's vehicle was parked about 100-150 feet behind the Honda.

As Harvey approached, Walker exited the driver's side of his minivan and allegedly announced that he was a police officer. Harvey continued to approach Walker in what was a reportedly an "aggressive manner."

Authorities say Walker then pulled a gun and shot in the direction of the two men, hitting Harvey. Harvey's passenger was not injured.

EMS arrived on the scene and took Harvey Jr. to Baltimore-Washington Medical Center, where he was pronounced dead.

Walker was also taken to Baltimore Washington Medical Center where he was taken into police custody. Harvey's passenger was taken to Glen Burnie Barrack for questioning.

On Sunday, state police charged Walker with second degree murder and manslaughter.  He was being held in a Maryland Correction Facility on $1 million bail.

On Monday, court documents revealed a witness' account of the incident.

According to court documents, a witness told investigators that the confrontation started when Joseph Walker's minivan cut off Joseph Harvey's car. Harvey's passenger, Adam Pidel, told police that Walker pointed a gun at them as the vehicles swerved at each other.

Police say when the drivers got out, Walker announced he was a police officer. Pidel says he heard several shots as he ran for cover.

There were 16 deaths for all of 2013. Plans call for erecting a 9-foot fence to replace the current railing to make jumping from the bridge difficult.
