Council members confused by mayor's budget proposal

MEMPHIS, Tenn. (FOX13) -

Council members said they were left confused by yet another budget proposal by Mayor A C Wharton. The mayor's original budget plan raised property taxes to $3.36. Yesterday's proposal raises taxes to $3.51.

That's a forty cent increase over the current tax rate and the mayor was not available to council members for questions on the new plan.

 Jim Strickland said, "It's a little bit confusing.  Because he's proposed approximately twenty million in cuts but is also proposing an increase in his already increased tax proposal.  So I didn't have an explanation for why."

The proposal also includes cutting back by four hundred employees; one hundred laid off and three hundred offered a buyout. 

But that comes with an initial price tag, and no indication of where the money would come from.
