Police: Off-duty Arlington County deputy fatally shoots man in Alexandria

ALEXANDRIA, Va. -

There are many unanswered questions in the shooting death of a 22-year-old Alexandria man. Investigators say he was killed by an off-duty Arlington County Sheriff's Deputy.

The victim, Julian Dawkins, and his family had gotten together to celebrate his cousin, Tierra Pratt Ruffin's contract with the Washington Mystics basketball team. When Dawkins strayed away from the party, he encountered off-duty Deputy Craig Patterson.

Detectives say Dawkins was shot in the upper body and died at the hospital. What they don't know is why.

"That was my only child. It's just heavy on my heart," says Gwendolyn Pratt-Miller, Dawkins' mother.

Pratt-Miller just buried her father on Friday, and now she has to plan a funeral for her son.

Deputy Patterson is a 17-year veteran of the Arlington force, but lived just blocks away from the victim in Alexandria.

"I've lived in this neighborhood for 20 years and I've never seen this gentleman until I had to go out and see my nephew face down in that grass," Dawkins' aunt Deneen Pratt says.

Police don't know if Dawkins and Patterson knew each other or what happened just before shots were fired.

"After we secured the scene, there was an off-duty Arlington County Sheriff's Deputy there,” says Lt. Mark Bergin of the Alexandria Police Department. "He was questioned for several hours and allowed to go home. No charges have been filed. We are continuing our investigation."

"To me, it's definitely a murder. He did it. It was premeditated. Justice needs to be served," Curtis Dawkins says.
