PHOENIX -

Arizona Gov. Jan Brewer has vetoed a bill that would have required governments to prominently feature budget totals online. She also vetoed a bill that would have created a new state certification for music therapists.

Government transparency bill

The letter accompanying Brewer's Tuesday night veto of HB 2591 says the measure would not improve budget transparency because it is duplicative and not adequately defined.

Brewer says state and local governments are already required to publish comprehensive budget information.

The vetoed bill would have required governments to post the previous year's actual budget total on the bottom right-hand corner of the agency website's home page.

It had bipartisan support in the GOP-led Senate and House.

Music therapy

The letter accompanying Brewer's Tuesday night veto says the legislation on the certification is ambiguous and fails to create "basic oversight authority."
 
Brewer says Senate Bill 1437 would have required the Department of Health Services to issue state certification to music therapists without providing a way to revoke the certification or impose any other penalties.
 
Brewer says the bill should have included a background check requirement because music therapists often work with vulnerable children and adults.
 
The measure passed the Republican-controlled Senate and House with bipartisan support.
 
The Arizona Music Therapy Association backed the measure. The association hoped the measure would signal to the public that music therapy is a legitimate profession and service.
