2 arrested in personal care home raids in DeKalb Co.

Two people were arrested in a raid of two personal care homes in DeKalb County on Thursday.

DeKalb County police along with Health and Human Services employees from five different state agencies raided one personal care home on Columbia Drive in Decatur. Inside they found three mentally ill patients who they believe may be victims of neglect.

"What we have is we have people who need car and deserve care and they are not being provided with the proper care that they need," said Detective D. Poythress of the DeKalb County Police Department. "We found the refrigerator and freezers to have locks on them. We found empty push packets for medication and we also found several documents for different patients' financial, just various documents."

Officers arrested owner Terenthia McIntosh at her residence and charged with her with three counts of operating three different personal care homes without a license. Authorities said they believe she may have known the raid was coming.

Macintosh said it was all a misunderstanding.

FOX 5 cameras were there at bedridden patients were removed from a second personal care home in Lithonia and transported to area hospitals for evaluation. That caregiver was arrested.

Social workers said that the problem has grown in the metro area because of the amount of money a provider can get for a patient. Police say there are more illegal personal care homes operating than legal ones.

Authorities said they have a third arrest warrant out for Dorrett Goulbourne, who they believe is out of the country.
