Drone/UAV flying: Is it legal? Is it safe?

Drones just aren't for the U.S. Air Force, the Border Patrol, or the CIA anymore. The technology is now available for everyone. Most hobby stores sell them starting for around $500 up through a few thousand dollars. But is it safe or legal for just anyone to buy a drone and just start flying it with no instruction or training?

PHOENIX -

A woman was hit and killed by a hit-and-run driver over the weekend. Police have located the car, and the car's owner, but the question remains -- who was driving?

The owner of the car involved in the crash walked into police headquarters with an attorney by his side Monday afternoon. But he didn't admit to anything.

Right now, police have the car involved in that hit-and-run -- but they aren't sure if its owner or someone else was driving the car.

41-year-old Anna Blaze was walking with another woman when she was hit by the red convertible Sunday afternoon. That other woman, named Karla, was not hurt.

"I hear the tires the sound of the tires behind us. I moved just one step, I made one step to the right, just one step."

That one step saved Karla's life. Anna couldn't get out of the way in time. She was hit by the car. It drove up onto the sidewalk and kept going.

"Suddenly she flew up and she was over the sidewalk but face down. It was so quick, it was so fast," says Karla.

Karla says Anna is a mother of two and woke up on Sunday, happy and hopeful.

"She's a very good human being," says Karla. "She was real excited and she was so happy, at least she was happy when she was walking by me."

Witnesses say the car was a 1970s red Spider Fiat convertible. Police believe the driver fled because he was under the influence. Karla did her best to try to help her friend, who later died at the hospital.

"I think she was suffering too much I think, more than me. I want to think of it in a positive way and that she now is with God."

Since police aren't certain who was driving the car right now, no one has been arrested. The driver has been described as a white male in his 40s with short hair.

Detectives are combing through the vehicle for evidence.

They're also asking for tips from the public.  They want anyone who may know anything about this hit-and-run to give them a call.
