Detroit Mayor Dave Bing will deliver his fourth State of the City address tonight.

Detroit's budget deficit of more than $300 million has Gov. Rick Snyder contemplating state oversight by installing an emergency manager to run the city. 

EM or not, what will Mayor Bing convey as his view of the state of the city?
