Woman charged with animal cruelty

Police arrested a woman on Madwell Street after they found starving and malnourished dogs at the home of Charlene Collins. Collins is charged with animal cruelty and due in court today.

Police say the dogs had no food, water, or shelter. Some of the dogs so thin their bones could be seen.

Police say the house was filthy, filled with feces, and it had no electricity.

The dogs were taken by animal control.
