Woman Fined For Moving Trash Cans 5 Feet 3 Hours Early

We bring you stories about abandoned lots, overflowing with trash, all the time. But the City of Philadelphia seems to be going after some smaller offenders.

Anne Marie Coughlin got a $50 citation for putting her trash out before 7 p.m.

She moved the cans around 4 p.m., and by 4:05 p.m. there was ticket stuck to her back door.

She argued the city went overboard, especially because she only moved the cans five feet.

"I was amazed that I would have a ticket for $50 for moving my trash cans a matter of a few feet three hours before the allotted time," Coughlin said.

Coughlin says she's a single mom and doesn't want to go into the dimly-lit alley after dark.

But the city is sticking to its guns and tells us that rules are rules.
