The man accused of stabbing a woman in the stomach in what may have been an attempted rape has a history of similar attacks -- a fact metro law enforcement officers wish they had known beforehand.
In Iowa, Robert Meyers is considered a sexual predator -- but Minneapolis police didn't know that until it was too late.
A decade ago, Meyers was convicted of kidnapping and sexually assaulting a woman at knifepoint. He served five years in prison, but never completed sex offender treatment.
Meyers also has a record of sex offense in Florida, and has other convictions in Wisconsin and Missouri.
When he moved to Minnesota, the Department of Corrections gave him a level-one risk assessment, meaning he joined the ranks of 3,269 other offenders who are deemed least likely to re-offend.
Privacy laws prevent the department from saying why Meyers was given a low risk level, but a spokesperson released the following statement:
"While the Department of Corrections can strive to be as accurate as possible in assigning risk levels, at this time, no organization has the ability to correctly predict human behavior in every circumstance."
So, shortly out of prison, Meyers moved into a downtown apartment building in September. The caretaker told FOX 9 News he knew Meyers was on probation, but he had no idea he was a registered sex offender.
That caretaker also told FOX 9 News that Meyers regularly tried to convince people to join his "fight club," saying the movie of same name was an obsession for Meyers.
In fact, just before the stabbing, Meyers tried to recruit members at the 8th Street Grill before managers kicked him out. Their conversations with investigators led to his arrest.
When he was arrested, Meyers told police he does stupid things when he drinks -- and he admits that he looks an awful lot like the man caught on surveillance footage moments after a woman was stabbed while she was getting into her car.
Just 48 hours prior to that attack, Minneapolis police arrested Meyers in a theft at the Firelake Bar -- but they still didn't know his full rap sheet.
