Memphis, Tn - Memphis City Schools say they plan to spend $1,000,000 on hiring 23 business managers. It's part of a pilot program.

The Tennessee Department of Education approved grant money last month.

The problem is the money was supposed to be used for student achievement, not for business operations..

Principals are now required to do four teacher evaluations a year. The business managers would help reduce the growing load on principals, by overseeing bus routes and managing staff.

But, some say this the money should go directly towards classroom instruction, specifically teachers.

"There's always a way to do right even with all of the flux with the evaluation with the government putting forth proposals and pulling proposals with the problems of the new evaluation standard, I think you can still figure out a way to give bonuses, no matter how large or how small," said school board member Kenneth Whalum.

Whalum says the school system should use the money to help improve the family situations of the kids, in an effort to boost classroom performance.
