MEMPHIS, Tenn. - She's making history in Shelby County as the first woman to hold the position of mayor. Monday Joyce Avery was sworn in as Mayor Pro-Tem of Shelby County, and joins FOX13 with more on her agenda while she takes on the top county seat.
